Part 1, Chapter 3
This chapter will go over set standards for all members of Foundation and Departmental Command, clarifications will be made in the event that a rule only applies to one or the other however if not stated, both are required to follow it. This chapter serves as the default regulative conduct to command personnel and must not be in collision with any departmental guidelines.
This chapter is punishable under the Code of Ethics Part III, Section 3 under Abuse of Power if you fail to follow regulations outlined within this document.
Members of the Ethics Committee, Developers, Administrative Department as well as any person with a rank granting Security Class-2 are classed as Departmental Command within this chapter, Security Class-3+ Personnel are classed as Foundation Command.
All Departmental Command members are not to represent the Foundation in a bad manner or actively spread hate towards it
a. You are permitted to speak your mind however you must not take it too far
All Departmental Command are liable for Out of Community actions, harassing, defaming, or otherwise being a bad actor in other communities is punishable if proper evidence is provided to an enforcement body.
Departmental Command must log punishments with proper evidence, which includes the violators username or a way to track it, A specific date of the event and material evidence
Departmental Command must notify an user of their reprimand(s) within 12 hours of it being issued, evidence must be shown if they request for it but the reporters identity may be protected.
Departmental Command must not use their resources or abilites to gain access to, attempt to or succeed in causing harm to others, the foundation or gain access to classified information.
Foundation Command are expected to be able to provide a lead role model for their departments command, and other members of the community.
Foundation Command members are to uphold standards, If you fail to conduct your duties properly, cause problems due to your actions or are deemed as incompetent due to said actions, department Central Command holds the authority to give out corrective action if deemed necessary.
Foundation Command are expected to upkeep their interaction and communication within the Administrative Department and their own department.
This section regulates actions that apply towards Departmental Changes and rank changes past Junior Command
Any changes to documents must be notified of in a department server within 12 hours of a change being submitted
Regulations must follow the Code of Ethics unless waived by the current Committee Director
a. Any waivers made must be edited within the Code of Ethics before it may be utilized
Public Documents must not have any links to any internally or above classified documents nor channels
Any documents must not have links to Classified documents unless the viewing party already has access to them
All documents and Google Drives must have neuralis-overwatch-command@googlegroups.com set as an editor
All documents that are classified Confidential or higher must have "Viewers and Commenters can see the option to download, print and copy" feature disabled
All documents below Classified must be submitted to the Administrative Department.
Only Medium Command and above are to have permissions to edit regulations, Junior Command may have edit permissions on databases
Any promotions to a command position must be vetted on by at least Department High Command, you will be able to add other command members to the vetting process if you wish to do so
All promotions that require a background check must follow the Ethics Committees Investigative Branch's Investigative checks. The result may not come back as anything higher than a low risk
a. This must come back as no risk for any Security Class-3 position
Any candidates being promoted to a command rank must be notified of it, current command must ask if they wish to step up to the position
The departments must provide a guide or regulations on explaining what their position does, and how to conduct their duties properly.
